City Hall, the Guy C. Larcom Jr. Municipal Bldg., is at 100 N. Fifth Ave. The mailing address is P.O. Box 8647, AA 48107. Customer service, human resources, and public services administration offices are located at the City Center Bldg. at 220 E. Huron.

As of June 2010, the following services and staff are relocated to 2000 S. Industrial for approximately 24 months, due to construction activities at City Hall: Building and trade permit services; Construction plan review; Appeal board applications; Grading and soil erosion control review and inspections; Peddler and solicitor licenses; Rental housing services; Right-of-way, barricade, and sidewalk occupancy permits; Sign and Zoning compliance permits. City planners and historic preservation are still located at City Hall.
